Why does Acorn need to be a national company? I don't off hand see what it would hurt to shut them and their subsidary companies down, then investigate.
Communities could round up registration volunteers as a stop gap, giving everyone time to think of something better.
Probably better to keep this kind of thing local anyway.
I don't see the need or purpose of a national company for it. But then, I don't know or see many things.
