This is interesting about Washington DC and Puerto Rico not having different election rights. DC doesn't have elected officials but can vote for President. P.R. can't do either.
Uh..."No taxation without representation?"
If they pay taxes, Congress owes them a big refund.
They can make up the difference by taxing the politically active churches
